As responding effectively to crime and implementing Force policy on victim protection requires the prevention of future repeat offending, the model is based on the concept of 'repeat victimisation'. When repeat violence is likely, responding effectively to perpetrators incorporates both immediate and long.. term safety considerations for those who are victimised. The model is, first and foremost, based on the understanding that protecting women from home..based violence requires effective responses to abusing men. Effective responses to perpetrators are central to achieving short... and long... term safety for those who are victimised by known others and for the reduction of domestic violence. The model is a strategic approach to reducing domestic violence from men to women.
