Ataveryearlystageinthelifeofacommunityitbecomes necessarytoputalimitontheindividual'sfreedomtodoexactly ashelikes,andtoinstituteasystemoflaw.Themembersof acommunityareencouragedtoacceptthissystemandtosubmit theirdisputestoanimpartialtribunal,insteadof"takingthelaw intotheirownhands"andendeavouringtogainwhatthey considertheirrightsbyforceorsubterfuge.Civilizedmenwill voluntarilyacceptthisrestraintprovidingthattheycanbesure ofgettingfairandreasonabledecisionsfromthetribunal.
