Thesurveyofourownandforeignsystemshasshownthat fourthingshavecommonlybeenconsiderednecessarytoenable apoorpersontoconductlegalproceedings-exemptionfrom courtfees,exemptionfromgivingsecurityforcosts,representation,andassistancewithout-of-pocketexpenses.Apartfrom thelastthePoorPersons'Procedurecoversallthesepointsbut thisprocedureappliesonlytotheHighCourtandCourtof Appeal,whiletherearedifferentprovisionsfortheHouseof Lordsandforcriminalcases.
