ABSTRACT
As we have seen, it is very rare indeed for practising lawyers to have this power : Hungary and Roumania appear to be the only examples on the Continent. An overwhelming majority of countries accepts the principle that the Court is the only proper authority ·for granting legal aid, although the power may be delegated to a judge or a mixed committee. In a few countries the State itself retains control of the grant and acts through the Minister of Justice or other legal official.
