ABSTRACT
A willingness to devote adequate resources to the care of children is the hallmark of a civilised society as well as an investment in our future. Some argue that we do not know enough to provide positive care and creative education for all children; others object that child rearing is essentially a personal, private matter; while yet others retort that we cannot afford to spend more. So A. E. Housman's despairing appeal 'When will I be dead and rid of the wrong my father did?' continues to be areproach to our afHuent society.
