ABSTRACT

Chapter 1 concluded that, although war may currently be unlikely in South Asia, problems persist which could cause conflict. Chapter 2 concluded that the confidence of many in India and Pakistan that limited nuclear capabilities will bring stability may be misplaced and may lead to complacency in thinking about what should be done in the event of war. If war breaks out, both sides will want a choice between suicide and surrender - but the shadow of nuclear weapons may leave few other options.
