ABSTRACT

In the spring and summer of 1994 more than 800,000 men, women and children in Rwanda lost their lives at the hands of an extremist regime. In the nearly 25 years since the genocide occurred, numerous studies have been written about the causes of the genocide, the role of foreign governments in the violence, and Rwanda’s transitional justice and peacebuilding efforts. 1 In this book I take a fresh look at the origins of the genocide and offer an alternative explanation of the genocidal choice made by political actors in Rwanda in 1994.
