ABSTRACT
Local officials often bristle over having to get state permission to do even the most routine activities and over the lack of state financial support. On occasion they also have had reasons to feel even worse, like the displaced or exiled leaders of a territory occupied by some distant power. This has happened at various times, when state governments have, in effect, suspended local self-government to take varying degrees of direct control over local activities.
