ABSTRACT
A true development process is based on a continuous series of analysis-action-reflection exercises carried out by the poor. Beginning with the awareness and analysis, poor people must gain access to and mobilize their own human and material resources as well as link into sources of external credit and technical assistance in order to initiate actions.
