The challenge to planners and practitioners is to maintain wherever possible the vitality of this cultural legacy and of traditional support systems during this period of social change … Redressing the social ills of African society and improving the distribution of social services can be achieved only in the context of social planning. And I am not afraid to use the word planning … The ultimate purpose of development, it should not be forgotten, is to improve the well-being of people – all people.
