ABSTRACT

This brief chapter establishes a conceptual framework upon which the performance of privatized activities or enterprises may be assessed. The framework will be developed in an heuristic fashion. In concept, I will be attempting in this chapter to develop a useful conceptual framework by combining knowledge of the theoretical models discussed previously, the objectives specified for privatization, and the underlying principles and values associated with traditional public sector work. These three parts, providing the origin of the framework, are shown in Figure 4.1.
