ABSTRACT

After much vigorous discussion, our group resolved that the proposed project for Alpha and Beta could make a positive contribution to relieving the notorious poverty of this region. Doubts were expressed that the technical specifications of the project, notably the choice of vessels and the scale and organization of the factory, allowed too little room for maneuver in the implementation process, from the point of view both of efficient management and of equitable local adaptation. Despite these and other problems with the plan, there was broad agreement that some far-reaching development scheme for this region is long overdue. Our group felt that the implementation process offered opportunities to redress the deficiencies of the basic plan, and to strengthen the longer-term prospects for success.
