We believe the basic project is sound and timely. A development program in such a poor area is, in all conscience, essential. The new technology is a logical advance on local fishing and fish processing. If firm measures are taken to establish efficient cooperative management, there are good prospects that the benefits will be distributed equitably. The Institute of Social Studies report tells us that the underdogs -- the poorer people, youth, and women -- are most enthusiastic about the development plan. We must ensure that management will serve their interests fully and effectively, because without their wholehearted participation the project will surely collapse.
