ABSTRACT
In the first chapter we discussed the broad aims of the study. We were reminded of Beveridge’s ‘giants’, for whose demise the welfare state was founded. It was postulated that certain of the giants would need to be tackled jointly by statutory and voluntary organisations, and we fastened particularly on Squalor, Ignorance and Disease, with the latter of which was coupled the twin, Disablement. The aim is to know how well equipped the voluntary organisations are to play their part in this battle, and whether strategy and tactics are well co-ordinated by them and their more powerful comrades-in-arms, the various authorities through which the state plays its part.
