ABSTRACT
The us always wants other parties to make concessions while it itself does not want to make any concessions. That is why compromise cannot be reached. Only when both parties move forward can they shake hands. But in the case of the us even when we extended our hand they refused to take it (Chou En-lai, Katmandu, 29 January 1957).
