ABSTRACT

Congress included significant and numerous parental rights in the IDEA 2004 statute in order that parents could advocate and fully participate in the IDEA process on behalf of their children. This chapter focuses on specific legal rights afforded to parents and their children in the special education decision-making process, including the right to be notified of school district actions involving the provision of FAPEs. The chapter also includes an extensive discussion of student and parent rights with regard to student records.
