ABSTRACT
Most scholars have hitherto agreed that the state-building project of Meiji Japan required all institutions to move in the same direction, toward fukoku kyohei (rich nation and strong military), to protect Japan from the west, allowing the ruling Meiji oligarchy to control and lead the nation. 1
