ABSTRACT
Peace is not just an absence of war. It is an environment allowing for the growth of a civil society that provides personal security for all. While that will undoubtedly include beginning with equal gender opportunity, it must evolve to being equal gender outcomes. When peace begins with a peace process, excluding women from that process only hampers the odds of a lasting peace. Hence security extends beyond bullets and battlefields.
