ABSTRACT
Those suffering from severe and enduring mental health problems will form the main group of service users who will require the continuing care of the psychiatric services. The Building Bridges document, issued by the Department of Health, pinpointed three principal elements of severe mental illness. These are disability, diagnosis and duration with the addition of two further aspects, safety and the need for informal and formal care.
