ABSTRACT

It is essential to adopt an anticipatory, cross-sectoral approach to decision making if development is to take place in a more sustainable manner. This is so important because following the democratic elections of October 1992 and the renewed economic impetus within the country there has been a considerable increase in economic activity. Yet this is notoriously difficult to achieve. This chapter indicates how some of the foundations could be laid for just such an integrated approach. The passage on coastal zone management serves to highlight the need for this in practical terms.
