ABSTRACT
Chapter 5 begins the discussion of the qualitative analysis portion of the study. The chapter begins with a brief explanation, based on prior research, of the qualitative theme for the right to counsel and then presents the subcategories for right to counsel. The chapter discusses the trends in policy language surrounding the right to counsel in states across the US and delves into the challenges with providing the right to counsel that may impact disparate outcomes for youth. The end of the chapter provides a quantitative capture of the right to counsel as provided in state policies.
