ABSTRACT

Law enforcement in the United States has been co-opted into providing a force multiplier for the federal government’s immigration enforcement strategies in ways that are wholly inimical to the principles of community policing and problem-oriented policing strategies and philosophies. This has been facilitated in part by law enforcement’s active collaboration with Immigration and Customs Enforcement (ICE) in the inclusion of information on individuals’ purported gang membership in criminal intelligence databases in violation of federal law. ICE officials use these data to initiate deportation proceedings against undocumented immigrants.
