Foreigners of adverse principles speculate with admiration and rapture upon the British constitution, as a peculiar indulgence of Providence for diffusing and illustrating the ideas of civil-liberty, political equity, and all the rational social comforts. Let, then, a citizen of this favoured policy be indulged in communicating some candid reflections upon the probable means of perpetuating, and confirming / such benefits to the possessors, and even of extending them (in the genuine spirit of humanity) as far as may be consistent with the interests of the parent-state.
