ABSTRACT

On November 29, 2019, five people were attacked (two fatally) at an offender rehabilitation conference being held in Central London. The offender (Usman Khan) got up in the middle of the conference, wearing a fake suicide vest which he threatened to detonate and began stabbing conference goers and workers with knives that were taped to his hands. He fled into the street where he was restrained by the public until a stand-off with the police during which he was shot dead.
