Carter's Third Year: 1979

In the first two years of the Carter presidency a negative press portrait of the president developed. The image of Carter as an inexperienced and ineffective leader emerged early in the term when Carter experienced difficult relations with Congress. By the end of 1977 this negative press portrait became widespread.
