ABSTRACT
Nuclear weapons have been at the core of the deterrent relationship within the Western Alliance and in definitions of the East-West military balance since the beginning of the cold war system. Extended deterrence has been an important means whereby the West Germans have found security in a divided Europe. The Soviets have been held at bay, in part, due to the high risks involved with militarily threatening a nuclear-based Alliance.
