If listeners to the lengthy speeches and readers of the flow of documents acquired a slight sensation of having heard much of the debate before, a rapid perusal of earlier documents will show their suspicions to be justified. "What I tell you three times is true," is, of course, very largely the case in relation to the developing world's problems.
