ABSTRACT
In June 1972, two days after he had signed a “Common Program of Government” with the French Communists, Socialist party First Secretary François Mitterrand announced at a meeting of the Socialist International in Vienna:
Our basic objective is to rebuild a large Socialist party on the terrain occupied by the Communist party itself, in order to demonstrate that out of five million Communist voters, three million can vote Socialist. 1
