ABSTRACT

President Johnson sent a message to Congress on August 14, 1967, creating a Task Force that would make a comprehensive study of communications policy. 1 Johnson appointed the Task Force to:

study the efficiency of spectrum utilization;

study the economic feasibility of domestic satellite (Domsat);

consider whether the Domsat system should be general in purpose or specialized and whether there should be more than one Domsat system; and

determine whether Domsat would affect COMSAT and the international communication carriers. 2

The Task Force would examine the U.S. international communication posture; the division of ownership in U.S. international communication facilities; and the telecommunication technologies that were efficient in their use of broadcast spectrum space. 3
