ABSTRACT

Just creeping over the SIA horizon is a recognition that sometimes project-oriented impact assessments are quite insufficient in giving a complete and accurate portrayal of a region in which multiple projects and related infrastructure are being developed. For example, in Canada's north, offshore oil and gas drilling is accompanied by new onshore terminals, roads, shipyards, airports, highways, pipelines, and greatly expanded communities. No single project-oriented SIA can begin to capture the nature of the dramatic socio-economic and cultural changes occurring there.
