ABSTRACT
Although this study has tended to be critical of the management and performance of Pakistan's public enterprise sector, not all public enterprises are mismanaged nor do all perform poorly as measured by commercial criteria. 1 In the preceding chapters, examples were given of public enterprises which had good commercial performance records and had developed and utilized modern management systems.
