ABSTRACT
One of the functions of policy-orientated futures studies is to provide linkages between knowledge and policy-making. In the case studies presented in Chapter 4 and in the previous sections of this chapter we have reviewed several experiences of such linkages. However, regardless of whether or not a linkage is successfully achieved, problems connected with the legitimacy of futures studies loom large. These problems are mainly of three types.
