Since the Third Plenary Session of the Party's Eleventh Central Committee, we have realistically summed up the experience of 30 years of economic work, started to adjust the national economic plan and reform the economic management system, and achieved remarkable results. Admittedly, this work is difficult and complicated. It is not possible to complete it in one or two years. Many new situations and new problems arise in our work. It is necessary to liberate our thinking and rack our brains in analyzing and comparing different ideas and proposals to facilitate decision making at the Center. Below, I will talk about my personal understanding of these problems in accordance with the guidelines suggested by the Center.
