ABSTRACT
On November 14, 1973, in the midst of the oil and political crises and war in the Middle East, and the ensuing fivefold increase in oil prices and sudden loss of control by the oil companies, an address was presented by Mr. Levy to the American Petroleum Institute (API). The subject was the policy and program imperatives for the United States during the seventies.
