ABSTRACT
In ten of the twelve projects, the creation of a design was an evolutionary process, which began with the identification of the development problem or task. Often this consisted of the designation of a local area to be developed or a local population to be assisted. A next step was the specification of critical design issues to be resolved and a determination of what information would be necessary to resolve them. This was followed by drawing up data points to be filled and deciding upon a strategy for collecting and analyzing the data.
