ABSTRACT

The achievement of developmental goals requires the mobilization and effective utilization of always-limited resources. Principal among these, along with money, materiel, tools, and equipment, are the people who work for public agencies. The process of achieving the rice production goals in Indonesia, Korea, the Philippines, and Thailand involves the efforts of tens of thousands of public officials working in a variety of agencies at headquarters in the capital cities as well as in the field, at every level of the hierarchy, and in countless kinds of specialized technical and administrative jobs.
