ABSTRACT

Part Four concerns how the actions of particular human groups affect computerization. Here in Chapter u, we examine one important action, the attempts of the Sheffield District Local Authority or "Council" to use social policy to promote particular forms of computing. 1 Careful studies of what happens in places that have well-developed computerization policies should illuminate the kinds of social groups—classes, occupational groups, regional groups—that may support computerization policy and highlight cultural dimensions of computing.
