ABSTRACT
The services seek weapons in a dynamic context that is shaped by commercial contractors, civilian officials in the Pentagon and White House, and congressional oversight. Reformers even suggest that this context is primarily responsible for acquisition deficiencies. At a minimum, political battles, corporate struggles, and organizational lapses affect the workings and impact of bureaucratic strategy and bias.
