ABSTRACT
Most models in this book address only small parts of the overall area with which the leaders of nations are concerned. Certainly national leaders must give consideration to individual problems related to energy, health, environment, and other sectors, but they also must integrate, at least mentally, a large number of such sectors as they consider alternative courses of action for their nations.
