ABSTRACT

Recent dreadful reports about Haitian refugees are once again before us. We read and hear about capsized boats and dead Haitians being retrieved off the shores of Florida. Why is there a resurgence of migrants now that Haiti has twice democratically elected its president and there have been major international efforts to free Haiti from its past? There is a short and a long answer. The short answer is, "It is the economy." The long answer is, "Despite greater political freedom and the emergence of democratic institutions and practices, it is the economy."
