ABSTRACT
The structure for future humanitarian action requires substantial reform. First, changes are needed to make activities in complex emergencies more effective. Second, a greater emphasis on preventing crises is required. Third, intervention in extraordinary circumstances may be necessary to support humane values. Finally, the institutions and individuals involved must demonstrate greater accountability.
