ABSTRACT
Two post-NNPA vignettes capture the tensions, compartmentalization, and confusion within the Carter administration about preventing nuclear weapons spread. Each was conditioned in part by the complexity of the issue, its diplomatic sensitivity, and the press of other business on the foreign policy agenda.
