ABSTRACT
COOPERATIVE RELATIONS REQUIRE MORE THAN GOODWILL, because cooperation implies adjusting one's policies to accommodate at least some of the interests of the other actor. In addition, given the dramatic international and domestic changes that occurred in the 1980s, new issues on which Chile and the United States would not see eye to eye were bound to emerge.
