ABSTRACT
In this chapter we take our first turn into the UN implementation labyrinth by looking at the African regional level discourse and its relationship to the global. The key objectives are: 1) to trace similarities and differences between different layers of discourse, 2) to determine how the dominant global-scale governance/democracy/rights discourse translates to the regional level, and 3) to assess ambiguity and inexplicitness in the regional discourse.
