The Interface between the National and the International: The Concept of “Enabling Conditions”

The purpose of this chapter is to continue to explore the relationship between national conditions and policies on the one hand, and international negotiations on the other, in order to deepen the analysis of the new diplomacy. In doing this, I hope to create a better basis for thinking on the future of the international negotiations on sustainability issues.
