ABSTRACT

In this chapter we will investigate the usage-based digital divide from both qualitative and quantative points of view. We will compare two regions in which fiber to the home (FTTH) services have already been started by carrying out the same survey by questionnaires: Yawata in Yamagata Prefecture (a typical depopulated area) and the Tokyo Metropolitan Area. The data will be analyzed by using a mixed logit model, and we will measure willingness to pay (WTP) values for various public services over FTTH.
