ABSTRACT
At this moment, as the next-generation network (NGN) plan proposed by the NTT group advances, fixed-mobile convergence (FMC) services are expected to emerge in the near future (Curwen 2006).1 FMC services can be classified into the following three categories:
• One charge system: Customers can benefit from one-stop billing services with discounts.
