ABSTRACT
The Presidential campaign of 2004 centered on the war on terror and how the United States was organized for and conducted this war. Due to the intense glare of the Presidential race, the 9/11 Commission’s recommendations were adopted into law in December 2004 with the passage of the Intelligence Reform and Terrorism Prevention Act (hereafter referred to as the Intelligence Reform Bill).1
