ABSTRACT
The system of centralised wage guidance outlined in Section I contained no element of compulsion whereas the system of centralised wage-fixing outlined in Sections 3 and 4 went to the other extreme and assumed that wage increases above those permitted by some central authority would in all cases be outlawed . It is possible to envisagesystems which fall somewhere in between these two extremes .
