ABSTRACT
This chapter, and those which deal with the disposal of juveniles and mentally abnormal offenders, are concerned with the limitations imposed by law not only on courts' use of the various penal measures but also on the way in which these measures are carried out. The considerations which seem to influence sentencers and the problem of assessing the effectiveness of such measures will be discussed in Chapters 11 and 12.
